Researchers of GLOBE (Global Leadership and Organizational Behaviour Effectiveness) have stated that leadership as a concept can be both universal and culturally contingent, while others scholars maintain that leadership is universal, irrespective of culture. 

This is backed by the reasoning that globalization and an increase in standardized methods boost cultural congruence, given that factors such as technology, strategic competence and organizational size have a significant effect on leadership (Bass and Avolio, 1994).
